1. Malawi Energy Regulatory Authority (MERA) is an energy sector regulator established under the Energy Regulation Act of 2004.
2. MERA has budgeted funds in its budget for the 2026/2027 Financial Year for the procurement of the service providers for the provision of non-consultancy services on one year contract agreement as follows:

3. MERA now invites sealed bids from eligible bidders for the Provision of Non-Consultancy Services mentioned above.
4. The interested eligible bidders may obtain further information and inspect the bidding document from the MERA Procurement Unit at MERA Complex, 2nd Floor, Lilongwe 3, from 08:00 to 12:00 hours and 13:00 to 16:30 hours local time from Monday to Friday except public holidays and weekends. 5. A complete set of bidding documents (soft copies) with technical specifications in the English language can be obtained from MERA's Procurement and Disposing Unit upon payment and submission of proof of receipt from MERA's cash office of a non-refundable fee of MK10,000.00 to be deposited at the following Commercial Banks:

6. Bidding will be conducted in accordance with the Open Tendering procedures as contained in the Public Procurement and Disposal of Assets Act No. 7 of 2025 and is open to all eligible bidders.
7. Sealed envelopes clearly marked "Provision of Security Services; Provision of Cleaning and Landscaping Services" Respectively should be deposited in the Tender Box placed at the Ground Floor Reception before 10:00hrs on Thursday, 12th February 2026, to the address below:

8. Envelopes will be opened in the presence of the bidders' representatives who choose to attend at 10:00hrs on Thursday, 12th February 2026, in the MERA Auditorium at MERA Head Office near CIVIC Offices in City Centre.
