1. The Government of Malawi, through the Ministry of Agriculture, Irrigation and Water Development, has allocated funds under the 2025 National Irrigation Strategy - Government of Malawi Funding and intends to apply part of these funds to eligible payments under a contract for the supply and delivery of 10,000 PVC pipes, as part of the implementación of the Strategy.

2. The Ministry now invites sealed bids from eligible and qualified bidders for the following:

4. ITEM: Supply and Delivery of 10,000 UPVC Pipes

5. USE: Irrigation pump installations under the National Irrigation Strategy

6. DELIVERY LOCATION: Designated irrigation sites (Department of Irrigation, Machinga Irrigation Service, and Mzuzu Irrigation Services).

7. Procurement shall be conducted through National Competitive Bidding (NCB) in accordance with the Public Procurement and Disposal of Assets Act (PPDA) of the Republic of Malawi and its applicable Regulations.

8. This Invitation for Bids (IFB) is open to all eligible national bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the task.

9. A Supplier will be selected using the National Competitive Bidding (NCB) method in accordance with the Government of Malawi Public Procurement and Disposal of Assets (PPDA) Act and its applicable regulations. The process will include a review and verification of Eligibility and qualifications requirements and past performance, including reference checks, prior to contract award.

10. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of MK20,000.00 by sending an email or letter, giving full contact details of the bidder, to the following point of contact. This will ensure that bidders receive updates regarding this bidding document.

11. Bids must be delivered to the address and in the manner specified in the BDS ITB 23.1, no later than 10:00hrs local time on Tuesday, 3 March 2026

12. Bidders should be aware that late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount specified in the bid data sheet.

13. Please note that electronic bids shall not be accepted.
