1. The Government of Malawi, through the Ministry of Agriculture, Irrigation and Water Development, has allocated funds under the 2025 National Irrigation Strategy Government of Malawi Funding and intends to apply part of these funds to eligible payments under the Contract for the Construction of Linga Irrigation Scheme in Nkhata-Bay District.
2. The Department of Irrigation (Dol) is implementing the National Irrigation Strategy (NIS), which has included the extension of the Linga Irrigation Scheme under the Agricultural Infrastructure and Youth in Agribusiness Project (AIYAP). The Agricultural Infrastructure and Youth in Agricultural Project is a standalone Investment Project whose main objective is to support the development of Irrigation Infrastructure (Civil Works) to facilitate the development of high-value food-crop production, agricultural Value chains, along with agribusiness skills for youths and capacity building activities in the country.
3. The Ministry of Agriculture, Irrigation and Water Development now invites sealed bids from eligible entities (bidders) in the unlimited category of contractors (CIRA) for the execution of the rehabilitation works for Linga Irrigation Scheme in NkhataBay District, which is being bid as a unit price contract based on the Bill of Quantities.
4. This Invitation for Bids (IFB) is open to all eligible national bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.
5. A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the Government of Malawi Public Procurement and Disposal of Assets (PPDA) Act and its applicable regulations. The process will include a review and verification of qualifications and past performance, including reference checks, prior to contract award.
6. Please note that a site meeting will be held as described in the Bid Data Sheet (BDS), Section II of the bidding document.
7. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of MK20,000.00 by sending an e-mail or letter, giving full contact details of the bidder, to the following point of contact. This will ensure that bidders receive updates regarding this bidding document.

8. Bids must be delivered to the address and in the manner specified in the BDS ITB 23.1, no later than 14:00hrs local time on Wednesday 4 March 2026.
9. Bidders should be aware that late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount specified in the bid data sheet
10. Please note that electronic bids shall not be accepted.
