Comprehensive Health Options through Innovative Community Engagement (CHOICE) Project Advancing SRHR in Malawi: Mapping Active Women's Rights and Youth Led Organizations


1.0 Background

Oxfam in Malawi received a grant from Global Affairs Canada to implement a project titled 'Comprehensive Health Options through Innovative Community Engagement (CHOICE)' in Malawi, Zimbabwe and Zambia. In Malawi, the project is being implemented in Lilongwe and Balaka districts in partnership with Ipas-African Southern Region, Family Planning Association of Malawi (FPAM), Village Reach, Centre for Alternatives for Victimized Women and Children (CAVWOC) and Point of Progress (POP). The project's goal is to increase bodily autonomy, agency, and enjoyment of Sexual and Reproductive Health and Rights (SRHR) by those experiencing poverty. marginalization, and vulnerability, particularly women, girls, adolescents, and persons of diverse sexual orientations, gender identities and expressions and sex characteristics (SOGIESC), in targeted districts. The project focuses on building resilient, integrated communities and health systems to better address women and girls' needs and ensure access to neglected areas of SRHR such as comprehensive contraceptive care (CCC), safe abortion and post-abortion care (PAC), comprehensive sexuality education (CSE) and youth-friendly SRH services. The project takes an integrated approach, acting on multiple levels (individual, community, institutional and societal) and ultimately contributes to transforming gender inequality and discrimination. CHOICE's ultimate outcome also contributes to poverty reduction. When SRHR needs of Adolescent Girls and Young Women (AGYW) are met, they are able to participate equally in economic and social activities, paving the way for sustainable, inclusive development.

2.0 Objectives of the Project

The project focuses on three specific pillars:

1. Strengthened agency of women, girls, adolescents, persons of diverse SOGIESC and other marginalized groups, in exercising their SRHR to adopt healthy behaviors and practices.

2. Increased access of health systems to comprehensive, resilient, gender- responsive, youth-centered SRH I&S.

3. Enhanced social actions of CSOs, particularly WROS, to promote equal protection of SRHR with government and key stakeholders. CHOICE will directly promote key human rights principles.

3.0 Collaboration with WROS and YLOs in Lilongwe and Balaka

The CHOICE project is founded on the principles and assumptions that WROS and YLOS, are on the frontlines of SRHR work, and know the terrain - particularly at a grassroots level, where implementation ultimately needs to reach. Therefore, these organizations must be supported to strengthen their own capacity, their networks, their relationship with the state, and their ability to influence change. Oxfam in Malawi, which is implementing the third pillar of the project, will be building the capacity of its four funded partners (FPAM), Village Reach, CAVWOC and POP under the CHOICE project. In a drive to expand the project's impact on CSOs, Oxfam in Malawi intends to recruit additional YLOS and WROS to collaborate with on SRHR advocacy and influencing. Therefore, Oxfam in Malawi is collaborating with partners and representatives from Reproductive Health Unit (RHU), Youth friendly health services departments (Lilongwe and Balaka) and Department of Gender to map and select WROS and YLOS that are implementing SRHR advocacy work in Lilongwe, Balaka district and national level. The selected WROS and YLOS will benefit the capacity building initiative on SRHR advocacy and influence from Oxfam during the duration of CHOICE Project (2026-2031).

4.0 Responsibilities of YLOS and WROS

i. Collaborate with CHOICE Consortium to:

ii. Design and implement SRHR campaigns.

iii. Develop advocacy strategy.

iv. Influence policy and practice.

v. Plan and coordinate learning events

vi. Uplift visibility of the CHOICE project

vii. Participating in capacity building training organized by the consortium.

viii. Represent the consortium in national, regional or international conferences.

5.0 Responsibilities of Oxfam

Support YLOS and WROS with capacity building opportunities such as training and mentorships

6.0 Eligibility criteria

Collaborate with YLOS and WROS to design and implement SRHR campaigns and advocacy activities.

The YLOS and WROS should be strategically positioned to implement SRHR influencing and advocacy programmes and are expected to meet the following minimum requirements.

  • Should be women or youth-led in its programming.
  • Currently implementing SRHR projects in Balaka and Lilongwe districts with AGYW as primary targets.
  • Organizational operational and financial capacity to manage budgets.
  • Locally led organization
  • Evidence of clear funding trends
  • Have at least three years' experience in implementing advocacy and influencing campaigns in sensitive SRHR areas.

7.0 Ethics and Safeguarding

Oxfam has a zero-tolerance policy towards inaction against sexual harassment, exploitation, and abuse. Oxfam's ethics for safeguarding will be emphasized and remain mandatory throughout the process of the undertaking of the evaluation study. Engagements and support will aim to create and maintain safe, equitable, and inclusive culture where all those who work for and with Oxfam as well as those in the communities where Oxfam operates are treated with dignity and their rights and voices are heard and respected. Selected WROS a will be expected to read, sign, be trained and adhere to the Oxfam Code of Conduct for non-Oxfam staff and follow Oxfam's Ethical Content Guidelines.

8.0 Submission of Expression of Interest (EOI)

Interested WROS and WLOS should submit their Expression of Interest (not more than 5 pages, including relevant attachments). WROS and YLOS are allowed to use their own templates. Expression of Interest should be submitted to the address below either in electronic or hard copy form and must be clearly indicated Capacity Building of WROS and YLOs in SRHR for Comprehensive Health Options through Innovative Community Engagement (CHOICE)' by 17:00 hours local time on Thursday, 26 February 2026.

9.0 Evaluation and award criteria

Award decisions will be based on the technical quality of the application, and the application will be assessed according to the following distribution of points:
