INVITATION TO DISPOSAL OF ASSET BY SEALED BIDS

Disposal of Abandoned Cargo Aircraft Ilyushin-76, Registration number 3X-GFR at Kamuzu International Airport in Lilongwe, Malawi

1. The Government of Malawi, through the Ministry of Transport and Public Works, and Airport Developments Limited (ADL) would like to dispose of an Abandoned Cargo Aircraft Ilyushin- 76, Registration number 3X-GFR, currently stationed at Kamuzu International Airport in Lilongwe, Malawi.

2. The Chairperson of the Internal Procurement and Disposal of Assets Committee now invites sealed bids from eligible bidders who meet the eligibility criteria to submit sealed bids for the Disposal of the Abandoned Cargo under Reference No. ADL/NCB/Disposal/2025-26/01.

3. Bidding will be conducted in accordance with the Asset Disposal procedures specified in the Public Procurement and Disposal of Assets (PPDA) Act, 2025 and the Public Procurement Regulations 2020 of the Republic of Malawi.

4. A detailed bidder qualification requirements and evaluation criteria are summarized below:

Eligibility

  • Bidders must be legally registered entities or individuals with the capacity to enter into binding contracts.
  • The interested bidder must have the financial capacity to buy the Aircraft as a whole and must have the capacity to move it away from Kamuzu International Airport immediately or not exceeding Thirty Days of acquiring it.
  • To demonstrate the Financial Capability, the bidder shall submit documents showing either the company's Liquid Assets or lines of credit from a recognized financial institution of at least MWK50million or equivalent currency. The lines of credit should be a letter from the Bank indicating the amount of credit worthiness of the bidder. The Liquid assets can either be its audited accounts by a certified public accountant for 2024 and 2023; Or Bank statement of the company's account for the month of January, 2026.
  • Bidders must submit a write-up with details of how they intend to remove the Aircraft from Kamuzu International Airport premises within three months of purchase.
  • By expressing interest, the Bidders commit to comply with all applicable aviation, environmental, and safety regulations as required.

Evaluation methodology

  • The contract will be awarded to the highest evaluated and eligible bidder
  • For purposes of Evaluation, all currencies shall be converted to Malawi Kwacha using the Reserve Bank of Malawi exchange rate on the closing date of submission of bids
  • Where the highest bidder fails to pay for the purchase of the Aircraft within 7 days from the date of formal award of contract, the contract shall be withdrawn and cancelled. The procuring entity shall reserve the right to award to the next highest bidder or re-advertise the tender.

  • The aircraft may be viewed by appointment only during official working hours.
  • Dates: 25 February, 2026-6 March, 2026
  • Hours: 08:30 AM - 04:00 PM

5. Sealed Bids must be delivered by depositing the package in the tender box located on the ground floor of the ADL Head Office, Kamuzu International Airport, P.O. Box 30311, Lilongwe 3, Malawi, no later than 19th March 2026, at 14:00 local time. Electronic submission will not be accepted. Late bids will be rejected.
