Introduction

Malawi National Commission for UNESCO (MNCU) has been implementing Bridge Malawi Project (Phase II) with support from the Korean National Commission for UNESCO (KNCU). Over the years, MNCU has collaborated with Ministries, Departments and Agencies (MDAs) responsible for Early Childhood Development (ECD), Adult Literacy, and part-time classes for primary school-going learners (Afterschool classes).

The Project's goal is to achieve Sustainable Development Goal (SDG) 4 and realise the Incheon Declaration through non-formal education and aims at supporting the development of an integrated non-formal education system in Malawi towards attainment of SDG 4.6 (Numeracy and Literacy) through the strengthening of the Policy-system capacity and provision of support to Community Learning Centres (CLCS). The project has been implemented in four CLCs, namely Mwera in Lilongwe, Naphini in Zomba, Namiyango in Blantyre and Ibuzya in Chitipa.

The Malawi National Commission for UNESCO is looking for a qualified consultant or consulting firm to carry out the final (exit) evaluation of the project.

Objectives of the Assignment

The selected consultant/firm will be expected to:

1. Review key project documents and relevant national documents, and agree with MNCU on a suitable approach for the exit evaluation, including data collection tools.

2. Prepare an inception report outlining the proposed approach, tools, main deliverables, and timeline.

3. Carry out the exit evaluation using the agreed methods. This may include reviewing project data, interviewing key stakeholders, holding focus group discussions, and conducting surveys where necessary.

4. Prepare a final report in both English and Chichewa, clearly presenting the findings and analysis from the evaluation.

Deliverables

The consultant will be expected to deliver the following.

1. Inception Report within 3 days of commencement of the assignment - outlining the methodology, work plan, and research questions.

2. Draft evaluation report within 10 days after acceptance of Inception Report, detailing findings, analysis and proposed recommendations

3. Final Report in both English and Chichewa within 2 days after acceptance of draft report- incorporating feedback from stakeholders and recommendations.

Qualification and experience

  • A Master's degree in Education, Community Development, or a related field.
  • At least four (4) years of experience conducting similar evaluations.
  • Good understanding of non-formal education programmes, adult literacy programmes, Early Childhood Development (ECD), and Community Learning Centres (CLCS).

Professional Qualifications and Experience

  • Ability to design and carry out both quantitative and qualitative research.
  • Experience in conducting baseline studies, end-line evaluations, and project exit evaluations.
  • Strong skills in measuring education indicators such as literacy, numeracy, access, and quality.
  • Good knowledge of the non-formal and formal education sector and community development initiatives in Malawi

Duration of the Assignment and Remuneration

  • The assignment will take 15 working days and must be completed by 31 March 2026.
  • A fixed fee will be agreed with the successful consultant, in line with the project budget.
