1. Background and Context

WaterAid Malawi, in partnership with the Malawi Health Equity Network (MHEN), Water, Environmental and Sanitation Network (WESNET), White Ribbon Alliance for Safe Motherhood, and WASH Media Forum, is implementing the SIDA-funded Civil Society Leadership in Mobilising for Better WASH (CLIMB) partnership programme.

The CLIMB programme seeks to strengthen climate-resilient WASH systems through coordinated civil society action focused on four outcome areas: Policy & Commitments, Financing, Accountability and Empowerment.

The programme adopts a systems change and advocacy approach, underpinned by an agreed Theory of Change (TOC) and results framework. Led by WaterAid Malawi, with partners contributing complementary expertise in policy advocacy, accountability, social mobilization, gender and media engagement.

To support these, a baseline study is required at the start of Phase 1 to establish credible starting values for agreed indicators and to inform adaptive management.

2. Purpose of the Baseline Study

The purpose of the baseline study is to establish a robust and credible baseline against which progress and results of the CLIMB programme can be measured over time.
