Invitation to Pre-Qualification for the Supply and Delivery of Various Goods and Services

Mpatamanga Hydro Power Limited (MHPL) is inviting applications from eligible and reputable suppliers of goods and service providers to be considered for pre-qualification. The pre-qualification process is intended to identify and shortlist firms that have technical capacity, financial capability, relevant experience, and compliance with statutory and regulatory requirements necessary to successfully supply goods and services for MHPL. Successful applicants shall be on MHPL's pre-qualified list of suppliers and service providers for a period of 12 months and may be extended for further 12 months subject to performance.

Interested bidders are encouraged to apply for one or more Lots on the application form. Please note that bidders can select and be considered for multiple Lots.

Evaluation Criteria

Applicants will be evaluated based on their documentation of business legality, financial capacity, relevant experience, and technical competence. The evaluation criteria shall be subject to the requirements as detailed below.

a) A copy of the business registration certificate.

b) Company's business profile, including physical and registered address, year of establishment, telephone and e-mail address.

c) Copy of tax registration certificate and current annual tax clearance certificate.

d) Copy of current registration certificate with Public Procurement and Disposal of Assets Directorate (PPDA) for applications in the goods and services categories.

e) Copy of registration certificate with Construction Industry Regulatory Authority (CIRA) for applications in the works category.

f) Completeness of the price schedule for all the available goods on each lot, i.e., the price list must be stamped and signed

g) Letter of undertaking that the company (i) has not been debarred by Public Procurement and Disposal of Assets Directorate (PPDA) from participating in public procurement; (i) do not have any conflict of interest; and (ii) is not under investigation by the Anti-Corruption Bureau or any other law enforcement body in Malawi relating to participation in any public procurement opportunity

h) List of three assignments of similar nature to the Lot(s) successfully performed in the past two years, including names of clients and contact persons, duration, and dates, as well as contract values (please attach documentary evidence in the form of copies of Local Purchase Orders, signed contracts or reference letters from respective clients).

i) A brief profile of the Company's directors and other key staff.

j) Bank details and financial Statements for corporate institutions (2023/2024 financial years) and latest bank statements for the past six months for SMEs

Any other documents that interested companies may consider necessary for the pre-qualification evaluation process.

Submission Guidelines

Interested applicants should ensure that their documents are organised in the following order.

Part 1: Cover page and letter of submission (Indicating the lot being applied for)

Part 2: Company Profile

Part 3: Company documents (Valid Tax clearance, Registration Certificates, PPDA, CIRA, and any other relevant documents)

Part 4: Qualification documents, such as particulars of key personnel Le. Resume and certificates

Part 5: Price Schedule (Competitive Price List, including terms of payment)

Part 6: Copy of a minimum of three relevant contracts or LPO executed within the last 2 years.

Part 7: Copy of audited financial statements for the past three years, or a bank statement for the past 1 year for SMEs

Part 8: any other relevant additional documents
