1. BACKGROUND

The Ministry of Health (MOH), with funding from the United States Center for Disease Control and Prevention (CDC). is implementing a Cooperative Agreement (CoAg) aimed at strengthening public health systems in Malawi. To enhance operational efficiency and standardize implementation of the MoH-CDC partnership activities, the Ministry seeks to engage a qualified consulting firm to review, refine, and develop Standard Operating Procedures (SOPs).

2. SCOPE OF SERVICES

The successful Consultant will be responsible for reviewing and developing SOPs, procedural charts, and standard forms for the following areas:

  • Asset and Inventory Management.
  • Finance and Administration Management.
  • Procurement & Disposal of Assets
  • Human Resource Management.
  • Travel Management.

Key Deliverables include: An Inception Report, a Comprehensive SOP Review Report, a complete set of Final Revised SOPs, New Procedural Charts/Forms, Orientation Materials, and a Final Consultancy Report. The assignment is expected to be completed within eight (8) weeks.

3. ELIGIBILITY AND QUALIFICATIONS

This request is open to Micro, Small, and Medium-sized Enterprises (MSMEs) as determined by the MSME Order 2020. Interested firms must provide:

  • Firm Experience: Minimum of five (5) years in SOP development/evaluation, with at least three (3) successfully completed similar assignments.
  • Regulatory Knowledge: Demonstrated understanding of Malawi's PPDPA 2025 and USG/CDC grant management regulations.
  • Key Personnel: A Team Leader (Master's degree + 7 years experience), a Financial/Compliance Expert, and an HR/Public Health Expert/Procurement Expert.

4. SUBMISSION REQUIREMENTS

Proposals will be evaluated using the Quality and Cost-Based Selection (QCBS) procedure. Bidders must submit separate Technical and Financial proposals, sealed in individual envelopes and enclosed in one outer envelope.

  • Validity Period: 90 days.
  • Currency: Malawi Kwacha (MK).
  • Deadline for Submission: 13 March 2026 at 14:00 hours local time. Late proposals will be rejected.
