The Government of Malawi, through Lilongwe City Council, intends to use part of the funding from local resources towards the procurement of various buildings, works and services in the 2026-2027 financial year and intends to apply part of the proceeds of these funds towards the cost of design, design review and construction supervision of all the 12 constituencies in Lilongwe City.

LCC now invites proposals to provide consultancy services for the design and construction supervision of the Selected Lilongwe City Projects in the 2026/2027 Financial Year.

Firms will be selected in accordance with procedures described in this RP and the Public Procurement Act of 2025, the Public Procurement Regulations 2020 and the procedures described in Part 1: Proposal Procedures, therein. The services required are described in detail in Part 2: Schedule of Requirements. The format for any resulting contract will be as detailed in Part 3: Form of Contract

Interested bidders may obtain request for proposal (RIP) documents and further information during working hours from Friday, 27 February, 2026. The RIP may be sent by e-mail upon request from the Procurement Section, Lilongwe City Council, Civic Offices, Robert Mugabe Crescent, Lilongwe Attention: Chief Procurement Officer.

The RIP document in English, shall be purchased by interested bidders upon payment of a non-refundable fee of MWK30, 000.00 to the cashier at FDH Bank Service Centre located at Civic Offices and bidding documents shall be collected from the Procurement Unit of Lilongwe City Council Civic Offices, Room No. 114. The method of payment will be cash or bank certified cheques only.

Eligible bidders must submit ONE original document and THREE copies of RFP in a sealed envelope. RFP must be delivered into TENDER BOX at the address below by 10:00 hours on Thursday, 19 March 2026. Electronic bidding will not be permitted and Late RFP will be rejected. The RFP must be clearly marked "RFP for CONSULTANCY SERVICES FOR BUILDING SUPERVISION, DESIGN AND CONSTRUCTION SUPERVISION OF SELECTED LILONGWE CITY PROJECTS"
