Lilongwe City Council (LCC) is a local authority under Ministry of Local Government and Rural Development and it is, among others, mandated to provide municipal services including environmentally friendly, high quality, efficient and effective waste management services. Currently, LCC dumps its solid waste in Area 38, which constitutes a health hazard to the general public residing within its vicinity due emissions of strong odour and other forms of pollution. Environmental concerns have also been raised, hence the need to close the same and open an alternative sanitary new site. To improve the environment and lives of its residents through improved waste disposal methods, LCC intends to develop a sanitary landfill at Chiseseta village, in Traditional Authority Chimutu, which exists along Lilongwe/Salima road in order to improve municipal solid waste management services with particular reference to proper treatment and disposal of solid waste.

The project components will, among others, include construction of landfill cells, installation of leachate management systems and a weighbridge, storm-water drainage, construction of a perimeter fence, construction of access roads and administration facilities, and related infrastructure.

In compliance with the Environmental Management Act and regulations administered by the Malawi Environmental Protection Authority (MEPA), an Environmental and Social Impact Assessment (ESIA) is required prior to project implementation.

It is against this background that LCC is seeking the Consultancy services for an Environmental and Social Impact Assessment (ESIA) to be conducted on the designated new site

Interested bidders may obtain request for proposal (RFP) documents and further information during working hours from Monday, 9th March, 2026. The RIP may be sent by e-mail upon request from the Procurement Section, Lilongwe City Council, Civic Offices, Robert Mugabe Crescent, Lilongwe. The RfP document in English, shall be purchased by interested bidders upon payment of a non-refundable fee of MWK20, 000.00 to the cashier at FDH Bank Service Centre located at Civic Offices and bidding documents shall be collected from the Procurement Unit of Lilongwe City Council Civic Offices, Room No. 114. The method of payment will be cash or bank certified cheques only.

Eligible bidders must submit ONE original document and THREE copies of RFP in a sealed envelope. RFP must be delivered into TENDER BOX at the address below by 10:00 hours on Monday, 30th March 2026. Electronic bidding will not be permitted and Late RFP will be rejected. The RFP must be clearly marked "RFP for CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) IN CHISESETA IN LILONGWE CITY"
