1. Background

The Government of Malawi, through the Ministry of Health and Sanitation, intends to engage qualified consulting firms to design and formulate Bills of Quantities for the Construction of Blantyre, Chikwawa, Dowa and Rumphi District Hospitals. These hospitals, with a capacity of 210-350+ beds, will serve catchment populations of 300,000-500,000 people and provide primary, secondary, and referral health services.

The Chairperson, Internal Procurement and Disposal of Assets Committee, Ministry of Health and Sanitation, now invites sealed proposals from eligible bidders with current CIRA registration as below,

2. Selection Method

Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures specified in the Public Procurement and Disposal of Assets (PPDA) Act 2025 and Public Procurement Regulations 2020 of the Republic of Malawi The evaluation methodology will be Quality and Cost Based Selection (QCBS).

3. Scope of Services

The consultancy assignment includes

• Full architectural, structural, civil engineering, mechanical & electrical engineering, landscape architecture, land surveying, and quantity surveying services.
• Preparation of drawings, schedules, specifications, bills of quantities, and standard bidding documents.
• Development of multistorey standard hospital designs adaptable to the four sites.
• Ensuring designs are sustainable, disaster-resilient, user- and differently-abled-friendly, and compliant with international standards.
• Conducting feasibility studies and reviewing alternative proposals with cost implications.
• Incorporating environmental and social impact assessments in line with Malawi's Environmental Management Act (2017)

4. Deliverables

The Consultant shall submit

• Inception Report
• Concept and Schematic Design Report
• Detailed Design Drawings (all disciplines)
• Environmental and Social Considerations Reports • Complete Bills of Quantities
• Engineer's Cost Estimates
• Complete Tender Documentation
• Final Consolidated Report (soft and hard copies)

5. Collection of RFP Documents

A complete set of the Bidding document in English language may be purchased at the Ministry of Health's, Capital Hill, Lilongwe (Cash Office) by interested consultants upon payment of a non-refundable fee of MK 10,000.00 (Ten Thousand Kwacha only). The method of payment will be cash or bank certified cheque

6. Eligibility

• Interested firms must demonstrate relevant experience in hospital or large-scale public infrastructure design at least 10 Years of experience (minimum 3 comparable projects)
• Firms must provide evidence of registration, tax compliance, and professional membership.
• Availability of key qualified personnel
• Joint ventures are permitted, provided all partners meet the eligibility requirements.

7. Mandatory Pre-Bid Meeting and Site Visits

The Procuring Entity will hold a mandatory pre-bid meeting and site visits as follows.

• Blantyre: 30 March, 2026, 9 am
• Chikwawa: 30 March, 2026, 2 pm
• Dowa: 31 March, 2026, 2 pm
• Rumphi 1 April, 2026, 10 am

A duly stamped Site Visit Certificate is a mandatory requirement. Proposals without such a certificate will be rejected. Please note that only the original copy of the site visit certificate will be accepted.

8. Submission and Opening of Proposals

Bidders must submit technical and financial proposals in separate sealed envelopes enclosed in one envelope and inside envelopes clearly marked:

• "Technical Proposal-Consultancy Services for District Hospital Design"
• "Financial Proposal-Consultancy Services for District Hospital Design"

Bids must be delivered by depositing the sealed envelope in the tender box located on the 2nd Floor and registration in Room 738 of the Ministry of Health P.O. Box 30377, Lilongwe, Malawi, no later than 15 April, 2026 14:00 hours local time. Electronic submission will not be accepted.
